I read that as an inner circle so the outer circle might possibly include even anti-integration countries like the UK.

France thinking Britain having an association status is a good idea harks back to the 1960's Labour party in government.... history doesn't repeat etc.

I meant as opposed to the way the headline reads where it sounds like the UK is supposed to be part of that inner circle.
