15 weeks and hemorrhaging, that fetus is already no longer viable. It’s too late for the fetus. Not too late for the woman, though.
Refusing abortive services in such a case should be charged as manslaughter at least.
No, it's murder. A decision was made to let the woman die, and the person who made that decision should be charged with murder. The fact that it's policy makes it premeditated.
They can't even claim religious reasons. The Bible has an abortion ritual and says multiple times that life begins at first breath.
Just adding this article here from the ACOG about how tenuous the definition of viability is and how few babies actually make it when delivered in the 20-25 week mark. We love to focus on those miracle babies who do make it this early but it is definitely not the norm.

9. No link shorteners.
