Even if it didn’t, a balkanized US is better for the world regardless of the politics of those Balkanized states.

USSR was Balkanized without nuclear war

I don't think so. Post-Soviet Russia had a lot nasty internal struggles like the war in Chechnya and nuclear weapons never went off then.
