The thing giving people new kinds of psychoses is not a technological advancement.
And the real use case for the actual technological advancement, machine learning, is mass surveillance. And anywhere it's actually useful it's already being implemented, for surveillance, weather prediction (really they've been using machine learning or something similar before it was a mainstream topic), planning, that sort of thing.
