not racially determined though. There's a difference between talking about total population levels required for maintenance of society and doing genocidal racial supremacist eugenics.
yes and no. the one child policy was literally racially biased. only applied to han chinese living in cities. minority ethnicities in china were unaffected. i agree its not the same, however
