You're right, they're not the same, they each play a different role in achieving the same end goal which is reinforcing and reproducing ruling class hegemony. The two parties aren't the same in the same way that the two cops in the "good cop/bad cop" ruse aren't the same but still serve the same shared ultimate purpose.
