These are all over the place and I know I'm missing some, but what the hell, here goes.
"Goat herders" feels similar
I've mostly seen this one in the context of RPGs. Like as a synecdoche for a waste of ability/skill points.
It's used as a pejorative for college majors like philosophy or English.
