is it just me who thinks it probably wasn't actually the BBC who made it up? I reckon they probably just deliberately, blindly swallowed what some gusano told them with zero fact checking to maintain a facade of plausible deniability. Not like there's any shortage of absolute freaks willing to just say random shit. Not that it matters, it's functionally identical.
Could have also been a source from the CIA or its proxies, who give "tips" to journos all the time.
Who made it up is irrelevant, it's that they chose to publish it to shape public opinion.
