that's a play on the meme I'm talking about, which is just 'person handing you a blunt' yes, but this one was just Chairman Xi with the blunt. I swear it has been posted here before and was even an emoji.
Hakim has T-shirt with that picture in his merch-shop. There is Mao and Lenin, one hands over the blunt the other one is in the background lookin at you.
