The ability of this idea to succeed is ridiculous on its face, since one side has the backing of western-aligned media from several different countries, including the US, which remains the strongest soft power in the world, and South Korea, which is pretty capable and has multiple industries dedicated to this pursuit, and the other side has a bunch of terminally-online communists. Nobody has contempt for the population in this conversation. There are different levels of political awareness and education though, the highest of which forms the vanguard and the lowest of which (the majority) must be led to the correct prerequisites for the outcomes we desire. This isn't contempt and if you're reading it as such it is in error. Acknowledging that some people are at a low level of education and awareness is not contempt for them, failing to acknowledge that they are and always will be is just denial.
