I was under the impression that the second photo was him fixing the chip on a transparent plate, so he can place it closer to the camera.

But as ebolapie pointed out, the lens he used is most likely only able to focus one distance. So the chip would be much more out of focus if he didn't use image manipulation to layer two photos.
