I was thinking it could be referring to that it looks like JE may have had a hand in influencing Moot(Christopher Poole) to create the /pol board on 4chan(they met literally a day or two before it was created, if someone requests I'll find links to the emails and exact timeline)

The culture/'ideology' that congealed there spread elsewhere

Or could be twitter as you say, but Musk has more than just what I'd call 'influence' of that, 'control' or similar would be more accurate imo
