Every empire ever has exploited local political tensions to expand their borders, especially in areas that are remote to the heartland. The Aztec and Incan empires were conquered by exploiting ongoing civil wars. The Romans achieved their initial gains into Britain, and probably other places, by playing into political rivalries.
