i think caucauses should be new europe, while russia sort of europe, don't think they've had any roman contacts whatsoever (and slavs were only getting there at the tail end of western roman empire anyway)
russia needs to be one shade more european than germany, i'll use whatever pseudohistoric justification necessary
Just do it by religion. From most European to least European:
Orthodoxy > Islam > P*pists > Pr*ds
Ethiopia and Kerala are very european, Indonesia fairly european, the philippines, latin america, poland, italy and ireland somewhat european, North europe and parts of africa are Not Really Europe?

also, people moving from turkey or syria to germany/scandinavia are actually making those places more european
lebanon has whole ass (well half ass) dynasty of emperors, meanwhile austro-HUNgarians gave us attila the hun, this is all highlighted in the protocols of the elders of styria.
