The site doesn't work at all for me.

It's not loading for me. And here's an example link - Texas - with the URL structure for states...

The Texas page starts to load but never finishes for me.

An example of a person: Timothy Tubbs. Yes, that's his name...

His page is blank for me.

Edit - after a few new tabs - it loaded

ICE agents page...

Why didn't these sorts of sites create zip downloads or something?

I'm not a tech guy. How could they make the info available in a different way so the website doesn't become unusable?
