Should probably be operating on the assumption that political groups are being infiltrated at small size. The cops in the UK aim to infiltrate groups when they're smaller than 10 members and we have documented court evidence of infiltration of simple reading groups below 5 members.
The US has significantly more resources, surely they are doing the same?
