Yeah, they're equivalent, they're not the same!

A toaster that uses the equivalent electricity as a PC can't run games except Doom.

How much electricity would I need to pump into my toaster to play Crysis on it?

The electricity takes the same form in both examples. Just like matter and energy, they're the same under different circumstances, though in the case of matter and energy its more like a differencs of magnitude and concentration like a toaster and a hydroelectric dam.

Dough and bread are the same stuff fundamentally, but we don't consider them to be the same thing.

Dough and bread are chemically dissimilar, there have been numerous types of reactions and denaturing in the dough as it was baked.
