the book of genesis, like many books in the bible, is a work of composite authorship. several authors contributed over a few centuries from the 9th through 5th centuries bce during the existence of the old kingdom judah and its conquest by the babylonian empire. prior to the babylonian exile, the kingdoms of moab and ammon in present-day kingdom of jordan were natural rivals to the authors in judah. they're mentioned elsewhere in the bible, i think as allies of assyria and/or babylon if i recall. so implying that they were all the product of drunken incest was propaganda ultimately in support of the kingdom of judah and its political goals.
