Maybe through UNHCR? I think you need to actually go there first though, then apply from within the country. They don't get very many applications per year:

I suspect this is mostly because refugees try to flee somewhere that they speak the language.

Wow the difference between the two is wild, thanks for sharing. Your point about the language makes sense. I've been involved at the margins of various diaspora communities and they are a strong pull too. That kind of thing probably hasn't had enough time to develop for China.

It's still so wild that a country of 1 billion people only received 78 refugee applications in a whole year. In comparison India got >3000 applications last year.

Wherever you're from, whatever language you speak, you will be able to find some small diaspora in a country so large.

Either something is not right with the data or there's something else going on. Maybe China has some different asylum/refugee process that's easier?
