Against my better judgment - I watched the ~2m clip. The sound bite is literally the last few seconds. The example he gives is that "We think [ICE] broke the law when they threw teargas canisters." He says that ordinary people and law enforcement would be held responsible. He adds that that they are "looking into" taking action against ICE. Sure.
