That saying refers to allowing someone to do what they want in the expectation that they'll screw themselves over. I have no idea where you got the idea it involves advertising literal rope.

These people are making a choice to overexpose themselves to risk during a period of great economic uncertainty and are now regretting their actions. You could even say they did what they want and are getting screwed over.

I did not comment on whether it's an appropriate expression for the situation in general, I said it's not linked to selling literal rope to people after they've been screwed. I don't know why I expected reading comprehension from someone who thinks Dr and Professor are interchangeable though.
