This is a science community. We use the Dawkins definition of meme.
I don't know about the 1970s but in the late '80s it seems to me that none of the weed dealers had gone metric yet. I assumed this meme was about cocaine.
What did they do for amounts under an 8th? Could you buy 1/28th of an ounce of weed?
Grams are the only incorporation of the metric system in the American weed business. Once you hit an 8th or above, things are measured in ounces and pounds.
My first thought was "why would you ever buy it in amounts less than an 8th, that's not much" but I guess I had heard of such a thing as a dime bag which I have only just now learned was 1g. I always thought it meant "$10 worth" or something, and was for tourists who didn't know they were paying too much for too little.
A dime bag is $10 worth, it is often more than a G—2-3.5 grams depending on quality. A nickel bag is .75 to 1g usually. Both will be backyard or Mexican weed, usually, which is how the price is so low.
People buy in amounts less than an 8th for one simple reason—being poor. If you wanted hydroponic weed in the early 2000’s, it cost more money than some people had. I was actually stoked when I got my first hookup for ghetto backyard weed because I could finally afford the amount I wanted rather than paying top dollar for “dro” (hydroponic weed).
