Air is better for repositioning, redirecting, it's agile and swift. Earth is robust, sturdy, like you said it's not going anywhere fast. Air just doesn't have the sheer presence and resistance you need in a shield!
You know what they say, the best defense is a good... swiftness. You don't need a shield if you can't be hit! Besides, can earth do this?
