i mean, europeans did develop the social technology to maintain constant large-scale viciousness abroad no matter what's happening at home. it's not like the king died back home so everyone had to stop looting the colonies. hell, the king could order them to stop and it didnt matter (IIRC spanish kings tried to order less viciousness in the new world, but were of course totally unable to enforce any such thing, even if they'd meant it seriously)
