Too low pressure can cause pinch flats for sure. But In most cases, inflating up to or near the maximum pressure the tire can handle will give you bad ride quality. My 23mm road tires say up to 120psi and I run them at about 90 front/95 rear. Your typical 2 inch MTB tires that say "up to 60 psi" should usually be run closer to 30-40. It does depend on the total weight carried as well as the surface you're riding on.
