Imperalism Reading Group ping!

In Chapter 3, we see the United States caught in the mire of the Great Depression at almost the same time as the (quite anti-American) Mexican Revolution, and the failures of their military intervention in Nicaragua. Roosevelt is forced to take a more neighbourly policy of non-intervention and allow a degree of independence across the continent, lest the upstart American Empire meet the same end as the European empires. Such a relationship would not last too far beyond World War 2, but this period was nonetheless a key development in the concept of soft power.

I do wonder if there's any comparisons that can be made between Yemen and Venezuela, in terms of predicting how a conflict would go

Because on paper, Yemen is very disadvantaged compared to the US (and indeed can only get missiles through to the US navy by depleting interceptors first) but in practice has been a monumental thorn in the US's side when trying to reassert control over the Red Sea; merely bombing Yemen hasn't seemed to achieve much either militarily or politically, and certainly not compared to the material costs in terms of manpower and drones and interceptor missiles and the constant expensive maintenance that bombing raids require (as we all know, money itself is no object to American imperialists, but the materials and time to manufacture the weapons certainly matters)

Does Venezuela have any kind of comparable missile or mass drone production capable of engaging in gradual attrition against the US, or would such an attritional war only really arise if the US tries to put boots on the ground (or hires boots inside Venezuela) and then the socialist militias begin resistance operations? I'm assuming here that the Venezuelan air fleet would be taken out fairly quickly, and optimistically would "only" take out a ship or two before no longer being a threat (and indeed might not take out anything at all), which seems like a good assumption to me but I guess depends on what exactly Russia and China decide to do and send them.

I think this sort of campaign of terrorism and genocide is the sort of thing that the current US capitalist base is bending towards as China more clearly manifests as a looming stormcloud on the horizon threatening their intricate system of international debt peonage. This campaign is what they did when the US and Europe were in imperialist competition over nations with cheap land and resources, so surely it must work today; and in some, perhaps many places, it might, for a while.

The US vs China contest isn't inter-imperialist of course (as China is not imperialist), but there is a different dynamic to it than the US vs USSR contest, where China is explicitly disinterested in exporting revolution or visibly helping countries resist American aggression via compradors or otherwise but is interested in competing for resources and infrastructure deals, though at a much, much better deal than the US would ever willingly provide.

Honestly, the whole idea of the US as being less imperial and/or more humanitarian than the old European empires is such an absurdity when you read through this book; it's the exact same exploitation and racism and genocidal strategies as the inbred monarchs of Europe, they just didn't literally incorporate the nations into their territories, merely figuratively doing so with compradors and troop occupations and corporations getting ludicrous deals.

Last week concluded the 47th summit of ASEAN in Malaysia as well as a swathe of concurrent summits surrounding ASEAN. For those unfamiliar, formally, China is not a member of ASEAN, but is part of the ASEAN Plus Three (as part of the "Three", alongside Japan and Occupied Southern Korea). And while not really ASEAN, there is also a yet wider organization, the Regional Comprehensive Economic Partnership, which tacks on Australia and New Zealand to the group of countries that are currently in ASEAN (which is the single largest trade bloc on the planet). At the summit, Timor-Leste was officially introduced into ASEAN, making it the 11th country to do and the first since Cambodia in 1999.

Many important figures throughout Asia, as well as Trump, Ramaphosa, and Lula, attended the event. As you can imagine, Trump's appearance was not exactly positive - signing four rather coerced bilateral deals there, including with Malaysia, which forced those countries to buy American goods in exchange for certain exemptions from Trump's high tariff regime. The US is currently in a bit of a panic due to China restricting access to rare earths, a critical component of many weapons technologies (and electronics in general) and is looking around for countries to help supply them. After the summit, the US and China signed a deal related to tariffs and rare earths, but it seems very unlikely that this is the end of the saga; the US politically, economically, and militarily cannot tolerate China's existence as a sovereign actor and will try to overcome them until the American Empire topples.

Meanwhile, China did as they ordinarily do, and urged higher regional integration and trade without high tariffs, as well as adherence to the Global Governance Initiative (which, as we here never tire of noting, is an interesting thing to try and encourage while the US only more feverishly violates the sovereignty of nations everywhere). One hopes they're supplying a bit more than just speeches to Venezuela, Cuba, and beyond, as the US prepares to start bombing.

On the ground: Patrick Lancaster, an independent and very good journalist reporting in the warzone on the separatists' side.

Ordinarily, I avoid straying into the American domestic situation, but the government shutdown appears to be continuing into increasingly harmful territory. If the situation is not resolved, soon tens of millions of Americans will lose food assistance, and already millions of federal employees are furloughed or are working without pay. To those not in the know, this situation has essentially stemmed from the Democrats refusing to sign off on the Republicans' plan to substantially shrink Medicaid and the Affordable Care Act, which would eventually result in tens of millions losing healthcare coverage and tens if not hundreds of thousands of preventable deaths.

To be clear, though, the Democrats have not exactly been paragons of healthcare: they not only oppose plans to make affordable healthcare a right (in defiance of wide popular opinion), but also do their part to maximize suffering. Biden's policies during the pandemic ensured at least one million people died, and millions of children lost public healthcare coverage. We may never know the true toll, as the US decided that simply ceasing to report on a problem means that the problem no longer exists.

In other news, over the last couple weeks, the US has expanded their hostility against Venezuela by also including Colombia in their ire, and particularly the left-leaning leader, Petro. Both countries are now experiencing major economic and covert pressure by the US to try and cause regime change. The US has deployed an aircraft carrier to the waters near Venezuela and is conducting a military training operation with Trinidad and Tobago, which Venezuela has warned may be the prelude to the long-awaited attack.

Additionally, the US is attempting to combat Chinese geopolitical interest in central America and the Caribbean by carrying out digital attacks and launching pressure campaigns against Chinese and pro-Chinese countries and organizations. Given China's enormous economic weight, if central America were to break all ties with China, it would be a catastrophe for them; such decisions would only be made by outright compradors, and the resulting economic problems would make their reigns unpopular and, hopefully, brief.

Those who were around in the early days of the news megathread may remember Pedro Castillo, the left-leaning leader of Peru who was deposed in December 2022. He was replaced by Dina Boluarte, the first woman to be President of Peru, who described herself as a progressive but afterwards routinely sided with Peruvian conservatives and American interests. To say she was unpopular is an understatement of titanic proportions - she descended to such lows that she was, at one point, the single most unpopular leader on the planet. As with most deeply unpopular leaders that side with the West, she kept power for a bafflingly long time.

However, on October 10th, after a period of protests against the government, she was impeached and removed by Peru's Congress in a unanimous vote. José Jerí was sworn in as the new President, who was previously the President of the Congress and is a member of a centrist Peruvian party. The government is trying the classic strategy: keep doing the same thing as before, and sacrifice an unpopular figure - here, Boluarte - in the hopes that this appeases the crowd.

Is this strategy working? It doesn't really seem to be - protests are not only continuing, but strengthening, as it is clear that neoliberalism will not reformed and the brutality by police will not stop (there was very recently a high-profile case in which a musician, Mauricio Ruiz, was murdered). Controversies surrounding Jerí, including allegations of SA, are already being reported. If Jerí is deposed, the next person in line to try their hand at ruling will be the former army general Roberto Chiabra, who would be the ninth President in less than a decade.

Now the latest recipient of the Nobel Peace Prize, she has begged the Zionist entity to drop bombs on the Venezuelan people.


As of me writing these sentences, it appears that the ceasefire in Gaza is underway. Zionist ceasefires are, of course, an oxymoron - not only in the grand sense that their work to continue genocidal atrocities against others locally and regionally will not cease until the Zionist entity's occupation of Palestine is overthrown and Palestinians can resume the governance of their territory - but also in the literal sense; that bombings and shootings are often only merely reduced, and rarely cease entirely (as was/is the case on their northern border with Lebanon). Nonetheless, hopefully the population can receive some aid, and the long process of rebuilding can begin.

On the other side of the world, it seems increasingly likely that a new war is set to begin. Because the US is eschewing the usual process of generating pro-war propaganda and casus bellis (aside from a laughably transparent Nobel Peace Prize award) and seems content to just skip straight to the "bomb and depose" step, it's quite hard to predict what precisely they want to do. Anything seems to be on the table - from freely striking Venezuelan territory where "drug dealers" are to try and prompt a Venezuelan response, to assassinating Maduro and/or his generals and hoping a power vacuum can be filled with compradors, to attempting to outright invade Venezuela and establish direct American control over important government sites. All appear to be possibilities, though as of right now, the most drastic measures seem unlikely due to their difficulty.

We know that the US has almost totally abandoned diplomatic communication with Venezuela, and that the US has deployed warships, a nuclear submarine, F-35s, surveillance planes, and at least 4,000 military personnel to the Caribbean, with some sources putting the numbers higher. Some people have suggested that the point is to try and force Maduro into a situation where he must begin hostilities, or be seen as weak and perhaps overthrown from within. It is at least encouraging that Maduro is not like Allende in Chile, and is taking this situation extraordinarily seriously; the masses are being trained and mobilized in the event of an invasion, and military drills are ongoing. Venezuela has no real capacity to stop the US from attacking and bombing them, but it is much more possible to prevent a West-friendly puppet from gaining meaningful control of the country. A comprador might be able to make a brief statement or decree in a Venezuelan city saying that Chavismo is over, but actual power will hopefully prove very elusive.

2020, and particularly 2022, has clearly become a turning point for the Western imperial system, in which increasingly aggressive and reckless moves are required to keep the system functional (stability is, at this point, out of the question). Unfortunately, this has also resulted in the deaths of many long-lasting, inspiring figures, such as Nasrallah, and many more will certainly die before the empire collapses. If Maduro is assassinated - and I'm having trouble imagining how he won't be doggedly pursued in the days. weeks, and months to come - I have hope that a successor will rise to continue to lead the Bolivarian Revolution.

There's way too much going on right now for me to really focus on any one country this week. The aftermath of the fall of the Nepal government has, somewhat surprisingly, reverberated around the world, and not only in countries that are enemies to the West as you'd expect; for example, Morocco's government battle fiercely with Egypt's and Jordan's to be first in line to lick the dogshit off the boots of Zionists, and yet Morocco is currently embroiled in a large protest wave based primarily around a youth unemployment crisis (though their population is also remarkably pro-Palestinian, which generates additional friction). We're also seeing similar protests in Madagascar, Peru, and Paraguay, and perhaps more will come. I'm personally fairly doubtful in the potential for meaningful economic results from these protests (the current imperialist system seems too deeply embedded for a movement that isn't explicitly communist and anti-imperialist to alter conditions), but it is quite possible for new political results at least.

Outside of the developing world, it appears that the unpopularity of western leaders, such as in the UK, France, and Italy, is creating new levels of unrest. In Britain, the political system has become so utterly moribund that even the artificial democracy of a two-party system (more-or-less; the Lib Dems do exist I suppose) no longer suffices, with both Conservatives and Labour gradually sinking. The Reform party appears like it may become the new standard-bearer of the capitalists and petit-bourgeois - that is, the historical wellspring of fascism - and the Left Party (whatever name they eventually choose) may or may not rise to meet the occasion. In France, they're on their fifth Prime Minister in two years, after Lecornu lasted about a month, attempting the liberal classic: promising change, and then appointing the exact same people who have ruled for the last few decades. And pro-Palestinian protests and general strikes have erupted in Italy, in defiance of their rightwing government under Meloni.

While there's plenty of other events (e.g. continuing aggression against Venezuela that might soon erupt into a war) it would be remise of me not to mention the very much ongoing events vis-a-vis Palestine and a potential peace deal there, seemingly supported to some degree by Trump. It could be legitimate, and it could be some big act (very likely the latter, IMO). Both Trump and Netanyahu seem to believe that they're very talented political masterminds, producing manoeuvres and feints that would make Machiavelli blush. Nothing could be further from the truth, and I trust the militant organizations inside Palestine to outplay these American failsons. Hamas and similar groups are not nearly as gullible as the Iranian reformist faction - though few people are!

This is a weekly thread in which we read through books on and related to imperialism and geopolitics. Last week's thread is here.

This week, we will be reading the third and last sections, "Education for Underdevelopment" and "Development by Contradiction" of Chapter 6: Colonialism as a System for Underdeveloping Africa. You can also read the postscript if you wish.

This is the final week of this book! After this week, we will take the next two weeks off for people to catch up and post observations and questions in this thread. This means we will move on to the next book on the week beginning October 20th.

A little over a week ago, the Socialist Movement of Ghana concluded its second National Delegates Congress in Aburi, gathering 300 delegates from across the country. There, they deepened their commitment to the working class of Ghana and committed to intensifying political education and organization at the grassroots. The SMG itself decided to not electorally contest the 2024 elections in Ghana, but still presented a manifesto, and nonetheless managed to get two SMG members parliamentary seats in the National Democratic Congress.

Anyway, back to the National Delegates Congress: the delegates agreed that the Western imperialist system is now under a profound crisis, in which the likely future is a heightening of brutality, chaos, and resource plundering - a future which must be resisted and organized against.

To summarize their various statements and condemnations:

  • Inside Ghana: a commitment to women's rights, youth empowerment, and environmental protection.
  • A condemnation of the resource plundering of the Democratic Republic of the Congo by imperialist powers.
  • A salute to the people of Mali, Niger, and Burkina Faso, in their campaign against outside imperial control in the Sahel.
  • A condemnation of Morocco's illegal occupation of the Western Sahara, and a call for the UN to identify the independence of the Sahwari people.
  • A strong condemnation of Israel's genocidal atrocities and massive terrorist operations against nearby countries, and support for Palestinian independence.
  • Support for the people of Haiti against outside imperial domination.
  • A call for the end of the blockade on Cuba and their removal from the State Sponsors of Terrorism list.
  • Solidarity with Maduro and the people of Venezuela against the United States.
  • A rejection of all imperialist aggression and sanctions against Iran.
  • A condemnation of NATO's decades-long military expansion eastwards towards Russia, especially as it has now resulted in massive devastation and risks a third world war.
  • And finally, a commitment to Pan Africanism and international solidarity with all oppressed peoples around the world.

A platform I think we all can agree to!

As has been planned for the last couple years, foreign police officers have been inside Haiti for a few months now. It will surprise nobody to learn that this has not gone very well. Gangs continue to control much of the country, and violence has continued in the form of massacres and forced relocations (approximately 1.3 million). Something like 80% of the capital, Port-au-Prince, is under the control of one gang or another.

The aim by the US was to import 2500 police officers to Haiti from a wide variety of countries. One of those was Kenya; President Ruto had to fight his own country's courts to force this through, and ironically is now apparently considering withdrawing those officers once the UN mandate expires on October 2nd. The issue here is not only the limited manpower (Haiti has a population of 12 million), but also very pedestrian things, like the fact that the officers who arrive don't even speak the language.

The situation in Haiti appears to be a fairly standard operation of American national control, in which both battling sides are being supported by the US in order to create maximum disorganization and prevent a coherent political force from arising and thus threatening their Caribbean interests. While the US funds foreign forces to arrive in Haiti to "control the situation" or similar justifications, the Haitian gangs get their weapons smuggled in from the US itself. That this is happening alongside escalations against Venezuela is obviously not a coincidence - in a world in which American interests are being gradually shrugged off, and where the American state military is becoming rapidly more impotent and unable to dissuade and defeat even tiny states like Yemen, total imperial dominion of their immediate surrounding territory must be ensured by any means necessary.

The police and the gangs are likely designed to be mutually reinforcing, without even much kayfabe of fighting each other. As an example, once the Kenyan police arrived, they immediately began brutalizing anti-government protestors instead of focussing on gang activity. They were trained by the Zionist entity, after all.
