If I had to guess it's because they figured they'd get identified before getting anywhere near the building, or getting there with masks would have prevented them getting close in the first place and found going maskless better for propaganda purposes? Otherwise, I don't get it. Also would assume there's something they could throw in there to fuck things up better than paint and some sprayfoam insulation (like rotten or moldy things), but I'm not sure of that either.
A bunch have currency acquisition which you use to get weapons, etc. It ends up beign RPG-ish since you're effectively investing in a build from ernemy-harvest resources. Games like Lords Of Thunder, Space Fantasy Zone, Magical Chase. Also a bunch of overhead walk-'n-shoots set in medieval fantasy lands that operate like vertical shmups with RPG-ish mechanics like Undead Line, Gain Ground, etc.
Ginga Force on 360/PC has a pretty extensive weapons shop/customization to get parts between stages.
