I find DMs tend to skew more reactionary than players for whatever reason

Not to mention that DMs probably have more time/less stress (due to being more financially privileged) to prepare sessions compared to players.

Sometimes yes, sometimes no. Sometimes yes but the campaign continues unabated. Heavily depends on player.
