Ukraine is never getting F-35s, do people really think that the US is going to allow Russia to get combat data on it's latest stealth jet? At most they'll get some old F-16s.
Having put no research into this, I bet the reasons for why the F-35 is not put in an actual combat situation are much more mundane.
Odd that Isn'trael asked for F-35s. Hamas has no AA to speak of so a non-stealthy and cheaper bomb mule makes more sense for fighting in Gaza. Acquiring more stealthy planes implies that they're worried about opponents with actual air defences.
In that region, Egypt, Iran, and Syria operate Russian S300 AA missiles that can seriously threaten any non-stealthy plane. Kind of a sign that Isn'trael is gearing up to hit one of them.
