So I'm guessing the name stuck for the Japanese market.

The first character is pronounced "pa".

This isn't the case with Mega Man being Rockman or Astro Boy being the Mighty Atom.

The Japanese pronunciation is why they wanted to call him Puck-Man! It's apparently from a Japanese onomatopoeia for a mouth opening and closing, "Paku Paku"
