Let me know if its too complicated cuz I'm sure I have links to some repos with scripts and/or packages that make it almost entirely hands off.
Better to go through the steps yourself if you can obviously, helps if you need to debug or do something more experimental later on.
Also, I think there are other techniques to host linux on android other than proot/chroot, but I'm not sure I've played with any of that yet, maybe there are even easier solutions.
