He isn't insane, he is just very greedy. Putin pays him, and meanwhile he is blackmailing the EU to continue funding shit in Hungary so he can steal the money.
No he is not blackmailing EU to support Hungary more, EU has actually halted a lot of aid that Hungary should have had, but they have defaulted on by not following EU regulation.
This is the only answer. But you can bet Putin will help Orban try and rig those elections.
