I watched all of the series and the movie and I still don't remember ever seeing this guy. I remember the name "Force Majeure" very well though.
He is the original head of the council of 13 before the sovereign. I think he is only seen once in a flashback, but he is mentioned in some pivotal episodes, so the name stuck in my mind as well.
