The only reason I know is Fallout New Vegas.
For reference, Zion Canyon (where Honest Hearts happens) is past the border to Utah. The Divide somewhere around the border of California and Nevada. The other expansions are left vague on purpose, but Big Mountain could be Dome Mountain in Colorado and Sierra Madre is close to the Grand Canyon, so possibly Arizona
