Just out of curiosity, and excuse my ignorance about their culture, but why don't her brothers, or other family members, take her husband out back and beat the shit out of him? Not the ideal solution, but when the law fails, there should be other remedies.

I'm guessing that sadly, the reason is her own family considers her the property of her husband to do with as he pleases.

Traditional, fundamentalist, archaic religions treat women as property. Many modern interpretations & adherents either ignore or charge the meaning of laws and rules that were part of the original dogma, but it's still very prevalent in Jewish, Christian, and Muslim literal holy books to oppress or subjugate women even though most contemporary followers are not fundamental literalists. In a theocracy it's usually heretical or at the very least ostracizing to object to a judge's ruling based on religion.

For Islam a big red flag is Quran 4:34: "Men are the protectors and maintainers of women, as Allah has given some of them an advantage over others, and because they spend out of their wealth. The good women are obedient, guarding what Allah would have them guard. As for those from whom you fear disloyalty, admonish them, and abandon them in their beds, then strike them. But if they obey you, seek no way against them. Allah is Sublime, Great."
