I think you have it backwards. The Jim Carrey that Inducted Soundgarden into the RnR Hall of Fame isn't the real one, or rather, it's his stage persona. The Jim Carrey that accepted the César award is the real one... he was tearing up and just being present and whole. I don't really understand French, but to me it seemed like he was genuinely happy and grateful to accept the award as opposed to 'You're paying me to do this so I'll do it.'

Based on the article shared by another comment, it's really just hairstyle change, he looks the same if you look at the picture back to back.
I don't know what you're on about. I watched the speech in france with auto-translation on, and it was a lovely speech given in a language he is clearly not fluent in. He's 64 years old, and looks fine for his age. It doesn't look like he's had tons of plastic surgery, though maybe his eyes done? He's a little heavier than when he was young, which isn't surprising.
After watching the video, you might be on to something. He seems to be muttering in some incomprehensible dead language.
I'm going Occam's razor on this one and guessing bad (?) plastic surgery.
Set yourself up with a spreadsheet, and spend some time filling it in with the following exercise: What in the flying fuck would this cost, and is it worth it?
How many people would you have to involve? What would be their salaries? What is the risk of someone leaking multiplied by the number of people? How much time would they need each day or week to keep it up? Who would organize it? From where? How much communication would you everyone involved need to keep up constantly to coordinate? For how long?
Logistics. Do people need drivers? Prosthetics suppliers? Costume researchers? Logopedists? Psychologists? Enforcers? Medical experts? Medicall staff?
