I like that this is probably some Wikipedia editor's cat and they kept the picture because it was probably creative commons share/share alike licensed by the editor and thus free to use.

Nope. It comes from Flickr around nine years before being uploaded to Commons. The Commons description "My cat loves styrofoam peanuts" is likely lifted verbatim from the Flickr post, as we tend to do this with other such descriptions.
Cat's name was Cooper, by the way.

Nah, this is depicting animal abuse. Packing peanuts are typically contained in boxes, so this cat was evidently in a box at one point before being evicted into the cruel cold world by uncaring humans. Those mean, nasty humans even took a picture of this poor cat's suffering to point at and laugh with their friends. They probably even tried to claim the cat was in the wrong, because of some nonsense about the box containing fragile items to be shipped, typical.
