His body is like the Hunger Games of pathogens isn’t it? The brain worms fighting the toilet germs fighting the roadkill parasites.
Beneath the skin suit there's a plethora of pestilence worming around in an attempt to mimic the movements of a human being. The hive doesn't fear germs. It embraces them as brothers and sisters.

They don't remove those, they kill them and let them rot, just like dogs and heartworm.
So not killing the worm, always it to grow and slowly get worse. Killing the worm stops it growth, but especially in a brain, the body can't really break it down.
It rots killing even more tissues around it quickly, then slowly the body encapsulates it. Way past the point it needs to, to the point it's now bigger than the dead grey matter cavity, and starts pushing up on other parts
The dude's been cooked. And while he might be able to take care of himself with the current level of brain damage, he definitely shouldn't be making high level medical decisions for the entire country
