I really have no idea how COPS Hiring Program is connected to ICE.(edit: i really have no idea. that's not meant to mean its not connected, it just means I don't know! My comment is not political, its about suspicious design decisions) But what sticks out:

2017-2021 shows the budget/funds

2022 show a request

I'm not saying this is misleading, it might just be mislabeled. But if I would try to to make defend-able bullshit claims, this would look like a sound route to take.

Possibly requests before 2022 were even higher, but eventually the lower number was agreed on? Maybe it's always "request 3x to get 1x".... as I said, no clue but looks fishy.
