Lemmy might be a poor choice for a first project.
You need a static IP address and DNS. Then you need to follow instructions for launching and administrating the lemmy server online: https://github.com/LemmyNet/lemmy

I'd recommend including a lot more details in your post about your machine, your budget, why you want to do it, etc
For necessary materials any old PC would work for trying it out. Old laptop, old desktop, whatever. Others linked the install instructions.
Running a full instance with active users is a different story, moderation and hardware upgrades become more of a thing.
