Phishing scams are intentionally bad to weed out intelligent people. It's the Nigerian prince just with a twist.
If "President" trump signs my name on my "tariff check", wouldn't that be check fraud?
Possibly/probably, walks the line of agency, but it isn't commonly accepted I don't think without power of attorney.
Personally I think a paper trail of agency should count, but legally it probably doesn't.
(As a nobody) In this case I would have counted this as agency as they specifically reached out to you asking you to confirm your name for them to sign it for you. But that doesn't mean a bank would accept it.
This is almost straight out of the catfishing/pig-butchering scam playbook, except Trump and Vance aren't pretending to be anyone else...

Misrepresenting themselves vs assuming another identity is a pretty minor twist all things considered
