Here are some brief goals that could improve the country.

If it were me, personally, I'd prioritize every effort on putting as many of the people who broke the law in jail as possible, especially via state courts, and remove everyone who acted in an authoritarian fashion who did not explicitly break the law. And when I say prioritize, I mean we're cutting budgets from other departments to fund hundreds of more judges, hundreds of more investigators, hundreds of more prosecutors. Failing to do that was Biden's biggest mistake. He wanted to govern with gentleman's agreements and cordiality like a normal president. But the rules don't exist unless they're enforced, so it's time to enforce them.
President of the United States? At this point I'm OK with president of the Coalition of Blue States.

Find a way to actually improve the material conditions of the average American. Trying to use laws to prevent another Trump is not going to work. Demagogues thrive in an environment typically defined by unease or insecurity. If people feel that their lives are improving they don't fall for it as easily.

"Should" doesn't really fit the convo IMO. Regardless of scapegoat and spin, the empire moves according to its relative power and reach. And laws are simply words on paper, whatever was written there can also be unwritten. The fish rots from the head, sure, but here I think the only solution is for America to become a country of moral, righteous human beings, until even their paid murderers step off the global shooting range, until people aren't impressed by someone who can "grab them by the pussy" because they wish they could too, until people understand non-white people are people (often with actual, millenary cultures and not just toys, hedonism and bloodthirst as in the West/America). I know a way, but the powers that be have tried hard to make people hate it in the West. 🤷
President is only as strong as his control of Congress.

Constitutions are just documents. The US one isn't bad, save for a few amendments. A constitution only works well if the people in the three branches act within the spirit of it. Once you get people in who DGAF you see all the breaking points in the system that are normally papered over by decorum and moral standards. And those are things you cannot necessarily write into laws. The exception to that is the way political parties and campaigns are funded; that's definitely something that should be addressed.
It doesn't really matter who will be the next US president. They won't be the leader of the free world any more. They will be increasingly isolated on the world stage and dealing with a domestic landscape somewhere between unbelievably fractured and civil war.

I was going to about say codify laws for them not to be messed with, but even codified laws can still be messed with. There must be a new way to instill laws that not even Congress can touch and fuck with. That no President after this one can touch. That no Supreme Court of any kind can touch.
This absolutely should not be a thing. Imagine if the founding fathers had done this to codify e.g. slavery in this manner.
Instead, we have the constitution. The closest thing to what you're describing is a constitutional amendment. It's not immutable, though (as evidenced by the fact that a constitutional amendment is a thing that can actually happen).

You're asking the wrong questions. The institutions which created the conditions for what we are seeing now will not be able to un-create those conditions without being fundamentally altered. The reality we Americans need to internalize is that "no institutional actor will be saving us". If we make it through the next several years without a significant, socially disruptive rupture, we will not have been saved. We will have mearly postponed it. If Democrats take power in the house, senate, and presidency, and try to recreate the pre-Trump political period, they will create a fallow field in which a less incompetent analog of Trump will grow.
The only way this stops is if Americans reject the things which have made it possible to occur, for instance, the expansiveness of the military, the legal imperviousness of the president, the inaction of the legislature, the "apoliticality" of the supreme court, the expansion of the surveillance and security apparati of the state, militarization of police forces, ect (by no means exhaustive). The people in power will not voluntarily give up power to allow this to happen.
Much of what we're seeing now has happened before, and Americans have never rejected it before. From this I can only assume it will take a lot more deterioration before we see it end.
I have wondered a lot whether we could enshrine laws that would protect us from corruption like we’ve seen. Executive overreach in general is a problem but there are also smaller things like the fact that Trump filmed a fucking canned food advertisement on the Resolute Desk that seem like they should be eliminate-able.
It just doesn’t seem like we actually have laws anymore. The Supreme Court has declared presidents untouchable. And the way demographics are shifting, it’s harder and harder for Republicants to control Congress, but the electoral college favors red states, so Republicants WANT an overpowered president.
We could probably get them to agree to presidential controls during a Dem presidents’ administration, but could we get to a constitutional amendment or something they couldn’t just undo later when it suits them? I doubt it.
We are in a death match with an implacable foe who wants nothing more than our total destruction. There is no negotiating or agreeing our way out of this: the only thing we can do is win.
