i'm starting to think he's not even trying to scale the walls. the easiest way to pull this off is to just go hang out in the woods for a few days every time you're sent on a mission. "yeah boss i failed the mission again but let me tell you about my miraculous escape!"

He'd be trying to avoid any real confrontation by chasing after clearly bad but low-risk leads that result in him stumbling into the target who's out drinking in disguise having left an exposed decoy behind as bait or that otherwise coincidentally put him exactly where he needed to be while dodging traps that were set with the assumption that any would-be assassins would by trying to find vulnerabilities instead of just chilling somewhere that seemed safe nearby.
