It's been done as a way of mocking him. The meme spawned from the popularity of We are Charlie Kirk, an AI song.

I am waiting for the memes about Charlie Kirk's small face to cause the AI to think that faces should randomly change size between pictures and often be less than one tenth the size of the head.
