Funny, Trump has no authority over Biden's pardons and passed bills. He can say anything, but he lacks legal standing to affect things other than executive orders.

No. I'm saying reality does not care what he says unless he actually has power over it. And here he doesn't, so reality will keep on going just as it is.
He's the dictator of the world's most powerful country. There's few things he doesn't have power over.

That was always allowed, even for the non-autopen ones. In fact, I think lots of people are surprised it hasn't happened sooner.
The whole point of an EO is that it's supposed to be just a policy, not a law. The next government coming in can just cancel all these policies and institute new ones.
I think it comes down to what he means by order. Does he mean explicitly executive orders? Or does he mean “literally anything Biden ever signed with autopen”?
