Based on who they're investigating for "terrorism" these days, I'm kind of glad it's the top guy. If they were actually going for violent extremists who statistically do violent extremism, the bottom guy makes more sense.
I look forward to the top guy making Kash Patel faces on live TV when something he did ruins an investigation.
Often the worst Roman Emperors were the ones who took the throne at a younger age, because being handed absolute power to a young adult is never going to result in a skilled and experienced leader, but one who just uses that absolute power to have a good time and enrich themselves, and not actually run things at all.
A lot of these no experience kids being appointed are just the useful combination of being naive enough to not know what orders they shouldn't follow and being unimportant enough to take the fall if things go wrong
