They won't need to reword it, it never got put to a vote. So they can just serve it up again unchanged.
Is there a limit to how many times a proposed law can be reworked?
Not when it's for fascism. But as soon as it's something for the progress of society, you can bet your ass people will suddenly find tons of limiters.
Autocrats only need to win once, Democrats (as in people who support democracy, not the political party) need to win every time.

Maybe because it's just been stalled? They now have six months (and all the funding in the world) to find a way around the obstacles.
