The source of much of this evidence is apparently Telegram, it contains:

The content itself is apparently very graphic, and the twitter user says it's more graphic than the stuff they usually upload.

Are they actually affiliated or do they just receive funding/get used because their direct usefulness to CIA? Like self-hosted Matrix/Signal/Tor.

Maybe it was the cheapest option to host all that? Doesn't really matter IMO, just download it if you have the storage.
