From memory in the book the Fremen were using the smugglers to bribe the Guild Navigators to not mention their numbers in the South.

Yeah it was excellent poetic justice. The elite of the empire including the spacing guild were addicted to the spice and used it as the source of their power. The fremen used that against them. They knew it’d work because they were addicted too.
