Why would anyone want to reduce Boimler's beard by one tenth?

I feel personally attacked by the Boimsters beard this season.

There’s plenty of other crappy Starbases in the Federation… certain of that.
I find it peculiar how they've hidden the creeping Boimler Beard from the trailers a month ago.
